Stir in onion powder, garlic powder, salt, and black pepper. Cook for another 2 minutes, then remove from heat.
In a small bowl, mix together mayonnaise, ketchup, mustard, white vinegar, and sugar to create the special sauce.
Lay a tortilla flat on a clean surface. Spread a generous tablespoon of the special sauce in the center.
Add a portion of the cooked beef, followed by shredded lettuce, diced tomatoes, shredded cheese, and pickles.
Fold in the sides of the tortilla and then roll it up tightly from the bottom to the top.
Repeat with the remaining tortillas and filling.
