Preheat your oven to 425°F (220°C).
In a large skillet over medium heat, cook the ground beef until browned, about 5-7 minutes. Drain excess fat.
Stir in Italian seasoning, garlic powder, onion powder, salt, and black pepper. Mix well and remove from heat.
In a greased 9x13-inch baking dish, spread the cooked ground beef evenly across the bottom.
Pour the pizza sauce over the ground beef, spreading it evenly.
Sprinkle half of the mozzarella cheese over the sauce.
Arrange the frozen tater tots in a single layer on top of the cheese.
Sprinkle the remaining mozzarella cheese and Parmesan cheese over the tater tots.
Top with sliced pepperoni.
Bake in the preheated oven for 25-30 minutes, or until the tater tots are golden brown and the cheese is bubbly.
Remove from the oven and let it cool for a few minutes before serving. Garnish with fresh basil leaves if desired.
