- Sift together flour, cocoa powder, cornstarch, baking soda, and salt into a medium bowl.
- Melt semi-sweet chocolate in a microwave-safe bowl in 20-second intervals. Allow to cool slightly.
- Cream together butter, brown sugar, and granulated sugar until light and fluffy. Mix in vanilla and melted chocolate.
- Beat in egg and egg yolk until combined and fluffy.
- Gradually mix in dry ingredients. Fold in white chocolate chips and semi-sweet chocolate chips.
- Cover dough and chill in the refrigerator for at least 30 minutes.
- Preheat oven to 350°F (175°C) and line baking sheets with parchment paper.
- Scoop dough onto prepared baking sheets, leaving space between each.
- Bake for 13-15 minutes until edges are set. Let cool on sheet before transferring to a wire rack.
