- Preheat your oven to 350°F (175°C) and prepare a 9x13-inch baking pan.
- Combine oats, flour, brown sugar, and salt in a large bowl. Add melted butter and pecans; stir until crumbly.
- Reserve 1.5 cups of the crumble mixture for the topping and press the remainder into the bottom of the baking pan.
- In a medium saucepan, combine sweetened condensed milk, chocolate chips, and butter. Stir over medium heat until melted and smooth.
- Pour fudge mixture over the crust, sprinkle with reserved crumble, and top with M&Ms and sprinkles.
- Bake for 20-23 minutes until edges pull away and top is golden. Let cool for 30-60 minutes.
- Lift bars out using parchment paper, and cut into squares for serving.
