Method
 

Making the Ice Cream
  1. In a large mixing bowl, combine the heavy whipping cream and cocoa powder. Whip on medium-high speed for 2-3 minutes until stiff peaks form.
  2. Gradually pour in the sweetened condensed milk while mixing on low speed until just combined. Scrape down the sides to incorporate all ingredients.
  3. Gently fold in the chopped brownies with a spatula.
  4. Transfer the mixture into a 9x5 inch loaf pan and smooth the top. Cover tightly with plastic wrap.
  5. Place the loaf pan in the freezer for at least 5 hours until firm.
  6. Remove from the freezer, scoop portions using a warm ice cream scoop, and add toppings as desired.
