- Preheat your oven to 375°F (190°C) and prepare your baking dish by greasing it.

- In a skillet, cook ground beef over medium heat for 6-8 minutes. Drain fat, add taco seasoning and water. Simmer for 5 minutes.

- Mix in black beans, corn, and drained diced tomatoes. Heat for 2-3 minutes.

- Spread a thin layer of salsa in the baking dish. Layer with tortillas, beef mixture, cheddar, and Monterey Jack. Repeat finishing with cheese on top.

- Cover with foil and bake for 20 minutes, then remove foil and bake for another 10 minutes until cheese is golden.

- Let rest for 5-10 minutes, garnish with green onions and cilantro, and serve with sour cream, salsa, or guacamole.
