- In a large pot, heat a drizzle of olive oil over medium heat. Sauté the shallots for about 5-10 minutes until golden and fragrant. Remove and set aside.
- Increase heat to medium-high, brown the beef chuck pieces for about 5 minutes each side. Return all beef to the pot.
- Stir in the minced garlic with the beef, cook for an additional minute. Add the tomato paste and stir for 30 seconds.
- Combine canned crushed tomatoes, red wine vinegar, oregano, sugar, bay leaves, cinnamon stick, whole cloves, and enough water to cover the beef. Bring to a boil, then reduce to a simmer.
- Cover and simmer for 1 hour and 15 minutes until the beef is tender and the sauce has thickened. Adjust seasoning as necessary.
- Add the reserved shallots and simmer for an additional 30 minutes.
- Serve in bowls, paired with rice, crusty bread, or creamy mashed potatoes.
